Our Institute’s Editorial "Master Plan for the Changchun New District (2016-2030)" Approved by the Provincial Government and Released Officially

On February 3, 2016, the 17th national-level new district - "Changchun New District" was established upon approval of the State Council. Changchun New District took the lead in organizing our institute to compile the "Master Plan for the Changchun New District (2016-2030)" together with a number of departments and professional agencies such as the SWECO of Finland, the Space Syntax Company of Britain, etc.. Now the Master Plan for the Changchun New District has been demonstrated by expert argumentation and reviewed by the Changchun Municipal Planning Commission and the Jilin Provincial Planning Commission, and, on October 8, it was officially approved by the provincial government.

On the 19th, the Provincial Government Information Office held a press conference to officially release the "Master Plan for the Changchun New District (2016-2030)" to familiarize the public with the overall planning for the Changchun New District and promote its implementation. Sun Yaming, the member of the Changchun CPC Standing Committee and secretary of the Changchun New District Party CPC Working Committee, Bai Zhongkai, the deputy director of the Chang-Ji-Tu Strategy Office of Jilin Province, Jiang Baozhong, the deputy director of the Changchun New District Administrative Committee, and Wang Haoyu, the deputy director of the Changchun Institute of Urban Planning and Design, attended the press conference and answered reporters’ questions. Present at the press conference were nearly 50 reporters from 31 media such as Xinhua News Agency, Peoples Daily, China Daily, China News Service, Hong Kong Commercial Daily, Science and Technology Daily, Jilin TV Station, Jilin Peoples Broadcasting Station, Jilin Daily, Xinhua Net, Dagong Net, and China Jilin Net, etc.

At the press conference, Sun Yaming, the member of the Changchun CPC Standing Committee and secretary of the Changchun New District Party CPC Working Committee, said that, according to the general requirements of the provincial Party committee, provincial government and Changchun municipal government, Changchun New District adhered to high standards in the preparation of the new district master plan, using the "experts leading plus teamwork " approach, set up a think tank composed of 12 experts from the State Council Research Office, Economic and Trade Research Institute of the Ministry of Commerce, and other relevant departments, and completed the "multi-planning-in-one" planning system.

Sun Yaming, the member of the Changchun CPC Standing Committee and secretary of the Changchun New District Party CPC Working Committee, briefly introduced the planning contents from five aspects, namely planning background, development scale and development objectives, open platform and core functional area, building an open and innovative industrial system, and building a "multi-planning-in-one" planning system.

Changchun New District has developed a total of about 60 development indicators under four categories: innovation and prosperity, openness and inclusiveness, fairness and happiness, and ecological wisdom. By 2030, it will strive to achieve the following: the new district will realize a new leap-forward in terms of comprehensive strength, score fruitful accomplishments in reform, innovation, opening-up and cooperation, further improve its innovative modern industrial system, significantly enhance its the hinterland support ability, basically form a new pattern for development and opening up to the outside, and fully complete the building of an internationalized new city district of green and smart orientations.

To build the new district into an open platform and enhance its internationalization and modernization, it focused planning for building "two major ports" and "four business centers". The "two major ports" are constructed relying on Longjia International Airport and railway comprehensive freight yard, respectively. The "four business centers" are Beihu Longxiang International Business District, Airport International Business District, International Logistics Center Service Zone, and Changde Service Business Cluster. The "two major ports" and the "four business centers", as core functional areas and important open platforms for the new district’s development, will rapidly enhance the internationalization of the new district and drive the new district’s fast development.

In building an open and innovative industrial system, Changchun New District will focus on the development pattern of "two-axis, three centers and four bases". The "two-axis" refer to the Harbin-Changchun strategic emerging industry development axis and the Changchun-Jilin City high-end service industry development axis; the "three centers" are the science and technology innovation center, the international logistics center and the international exchange and cooperation center; the "four bases" are the hi-tech industrial base, the advanced manufacturing industry base, the airport economic industrial base and the health & pension industry base. It focused on the planning and design for the “10 big industrial parks” like a high-end equipment manufacturing industrial park, an aerospace information industry park, a big data industrial park, etc.

Sun Yaming explained that, in the planning process, we should take the initiative to place the Changchun New District in the pattern of world economic development in our thinking and work, striving to view the new district from the perspective of our province, of China and of the world. According to the overall spatial layout of the Changchun New District, we will carry out task divisions in terms of the new district’s development objectives and designate the functional system, the ecological resource system, the industrial investment promotion system and the urban spatial system, and place them in the four spatial unit grids of airport, Beihu, Hi-tech and Changde, to attain the planning results of “multi-planning-in-one”, which means completing all the work based on one blueprint.
